Property Tax Exemption
The City of Cavalier and North Dakota offers a 5-year property tax exemption for any new or expanding primary sector business. Agriculture-related industries may qualify for an additional 5 years.
PACE/Flex PACE Program
The PACE family of programs is an interest buy down for new or expanding businesses that can reduce the borrower’s rate of interest by as much as 5%. It is supported through the Pembina County Job Development Authority & City of Cavalier.
Red River Corridor Fund
Cavalier is a member of the Red River Corridor Fund, which provides guarantees to local banks for small businesses. A typical loan will be for working capital and up to $1 million. Visit the Red River Corridor website for additional information.
Red River Regional Council
The Red River Regional Council provides gap financing loans to businesses within Pembina, Nelson, Walsh, & Grand Forks counties.
Sales Tax Exeptions
The State of North Dakota allows for sales tax exemptions on certain products used in manufacturing, agricultural or other commercial businesses. Visit the Office of Tax Commissioner for more information.
Storefront Improvement Grant
The Cavalier Storefront Improvement Program is a grant of up to $3,000 or no more than 50% of the project, whichever is lesser, to any business or commercial property owner for exterior improvement expenses. All completed work is required to be visible from the public right away. Awardees must be either commercial property owners or their tenants. If a tenant is applying and paying for the improvements, they must have at least two years remaining on the lease and obtain consent from the property owner. Proof of property owner/tenant permission and lease terms are required at the time of application. Grant Information can be found here.

City Growth Fund
Cavalier places a 2% local sales tax, with a portion dedicated to supporting local economic development. Money from the Growth Fund can be used to help existing or new businessess.
Energy Star Rebate Program
